That is what Ashao Freesky founder of perfectproductivity.net, set out to do when his daughter was born and he realized that as a new father, that he was missing out on time with her but also for himself and his wife. 
This spurred him to figure out how he could make up this time by studying neurscience and behaviour change. This led him to create his GPS system that now allows him and his clients to use a system to utilize Time Blocking along with many other techniques such as:

Micro commitments
Micro sessions (for working out)
Pomodoro
Macro & Micro Scheduling
